Kesenjangan Digital dalam Adopsi E-Government: Analisis Pembelajaran dan Adaptasi Masyarakat terhadap Aplikasi SALAMAN di Kota Bandung

Penelitian ini menganalisis kesenjangan digital dalam implementasi aplikasi SALAMAN (Sistem Administrasi Layanan Kependudukan) di Kecamatan Arcamanik, Kota Bandung, dengan fokus pada proses pembelajaran dan adaptasi masyarakat. Menggunakan pendekatan mixed method, penelitian menggabungkan wawancara mendalam dengan tiga stakeholder kunci dan survei terhadap 109 responden untuk memahami dinamika adopsi teknologi. Hasil penelitian mengungkapkan pola adopsi yang bervariasi berdasarkan usia, dengan kelompok usia produktif (20-22 tahun) menunjukkan tingkat adopsi tertinggi sebesar 40%. Meskipun tingkat penggunaan aplikasi mencapai 70%, kesadaran dan pemahaman pengguna masih rendah dengan skor rata-rata 1.94 dari 5.00. Analisis mengidentifikasi tiga tantangan utama: kesenjangan literasi digital, resistensi terhadap perubahan, dan keterbatasan akses informasi. Penelitian merekomendasikan pengembangan program pembelajaran terdiferensiasi dan strategi pendampingan berbasis komunitas untuk meningkatkan adopsi teknologi di berbagai kelompok usia. Temuan ini berkontribusi pada pemahaman tentang implementasi e-government yang efektif dan inklusif di tingkat lokal.
