Pengaruh Performance Expectancy dan Effort Expectancy Terhadap Adopsi Rekam Medis Elektronik di Klinik Pratama Diskes Kodaeral V Surabaya

Abstract: The Indonesian government requires the implementation of Electronic Medical Records (EMR) in all health facilities, but adoption in primary clinics, including military environments, is still low. This study aims to analyze the influence of performance expectancy (PE) and effort expectancy (EE) on the adoption of EMR at the Primary Clinic of Kodaeral V Health Office, Surabaya. This quantitative study with a cross-sectional design involved 103 health workers taken using proportional random sampling. Data were collected using a UTAUT-based questionnaire and analyzed using ordinal regression. The results showed that the majority of respondents had good EMR (68.9 percent), good EMR (70.9 percent), and good EMR adoption (71.8 percent). EMR had a significant effect (B = 2.999 Wald = 13.569 p less than 0.001) with an odds ratio of 20.0, meaning that respondents with good EMR were 20 times more likely to have a higher adoption rate than those with adequate EMR. EE also had a significant effect (B= min 3.454, Wald=18.004, p less than 0.001) with an odds ratio of 31.25. The model explained 76.9 percent of the adoption variance (Nagelkerke R2=0.769) and EE was the most dominant factor. It was concluded that EE was more dominant than PE in RME adoption, emphasizing the importance of ease of use of the system as an initial prerequisite for successful implementation. Practical implications: RME implementation strategies need to prioritize system simplification, ongoing training, and responsive technical support.
Abstrak : Pemerintah Indonesia mewajibkan penerapan Rekam Medis Elektronik (RME) di seluruh fasilitas kesehatan, namun adopsi di klinik pratama, termasuk lingkungan militer, masih rendah. Penelitian ini bertujuan menganalisis pengaruh performance expectancy (PE) dan effort expectancy (EE) terhadap adopsi RME di Klinik Pratama Diskes Kodaeral V Surabaya. Penelitian kuantitatif dengan desain cross sectional melibatkan 103 tenaga kesehatan yang diambil secara proportional random sampling. Data dikumpulkan menggunakan kuesioner berbasis UTAUT dan dianalisis dengan regresi ordinal. Hasil menunjukkan mayoritas responden memiliki PE baik (68,9 persen), EE baik (70,9 persen), dan adopsi RME baik (71,8 persen). PE berpengaruh signifikan (B= 2,999 Wald=13,569 p lebih kecil dari pada 0,001) dengan odds ratio dibalik 20,0, artinya responden dengan PE baik memiliki kecenderungan 20 kali lebih besar berada pada tingkat adopsi lebih tinggi dibanding PE cukup. EE juga berpengaruh signifikan (B= min 3,454, Wald=18,004, p lebih kecil 0,001) dengan odds ratio dibalik 31,25. Model menjelaskan 76,9 persen varians adopsi (Nagelkerke R2=0,769) dan EE merupakan faktor paling dominan. Disimpulkan bahwa EE lebih dominan daripada PE dalam adopsi RME, menegaskan pentingnya kemudahan penggunaan sistem sebagai prasyarat awal keberhasilan implementasi. Implikasi praktisnya, strategi implementasi RME perlu memprioritaskan penyederhanaan sistem, pelatihan berkelanjutan, dan dukungan teknis responsif.
