Kemitraan pemerintah kelurahan dalam penanganan COVID 19 dengan model pentahelix di Kota Malang

Abstract

The growth of new cases of COVID 19 in Malang City is increasing every day. Serious steps are needed to deal with this problem. The government has implemented a quarantine law as a form of handling COVID 19, starting from PSBB to PPKM mikro at the village level. The concept pentahelix as a perspective used in dealing with COVID 19 involving actors, including the government, academia, the community, business actors, and the media. The focus of this research is to look at the process of cooperation in the form of a partnership pattern in handling COVID 19, and obstacles in the implementation of the cooperation process. The initiation of cooperation in handling COVID 19 was carried out by the Purwodadi Village Government, which is also a facilitator and policy maker. The steps taken in determining the work program consist of coordination, synchronization, and implementation of cooperation. The coordination process was carried out online and offline and resulted in an agreement. In the implementation of cooperative activities, all actors pentahelix are not always involved. The process of monitoring cooperation is carried out in stages, starting from the lowest administrative unit (RT). The result of this collaboration is the creation of a green zone area in Purwodadi Village with a total of 0 cases. The obstacles experienced in the form of limited human resources and the role of the media are considered not to have moved optimally.

Pertumbuhan kasus baru COVID 19 di Kota Malang setiap hari semakin meningkat. Diperlukan langkah serius dalam menghadapi permasalahan tersebut. Pemerintah telah menerapkan undang-undang kekarantinaan sebagai bentuk penanganan COVID 19, dimulai dari PSBB hingga PPKM Mikro tingkat kelurahan. Konsep pentahelix sebagai suatu perspektif yang digunakan dalam menangani COVID 19 yang melibatkan aktor-aktor, antara lain pemerintah, akademisi, komunitas masyarakat, pelaku usaha, dan media. Fokus penelitian ini yaitu untuk melihat proses kerja sama dalam bentuk pola kemitraan dalam penanganan COVID 19, dan hambatan dalam pelaksanaan proses kerja sama. Inisiasi kerja sama penanganan COVID 19 dilakukan oleh Pemerintah Kelurahan Purwodadi yang juga menjadi fasilitator dan pembuat kebijakan. Langkah yang ditempuh dalam penetapan program kerja terdiri dari koordinasi, sinkronisasi, dan pelaksanaan kerja sama. Proses koordinasi dilakukan secara daring dan luring dan menghasilkan kesepakatan. Dalam pelaksanaan kegiatan kerja sama, seluruh aktor pentahelix tidak selalu terlibat. Proses monitoring kerja sama dilakukan secara berjenjang, dimulai dari tingkat terbawah yaitu RT. Hasil dari kerja sama ini yaitu terciptanya kawasan zona hijau di Kelurahan Purwodadi dengan jumlah 0 kasus. Hambatan yang dialami berupa terbatasnya SDM dan peran media dinilai belum bergerak secara maksimal.
