Abstract

The Greater Malang area which includes Malang Regency, Malang City and Batu City is an area that has a fairly complex disaster potential. From the perspective of geology – geomorphology and disaster hazard map of East Java, Malang Raya is located in a subduction zone which causes the area to have intense volcanic activity. Seeing this fact, it is necessary to have an effective disaster mitigation and provide knowledge of volcanic eruption preparedness to the community as an effort to reduce the impact of the risk. However, behind these efforts there are groups that are vulnerable in the process and implementation of disaster mitigation, namely groups of people with disabilities. Thus, special attention is needed in fulfilling the life rights of persons with disabilities regarding accessibility, security, and safety of persons with disabilities when a disaster occurs. The research methodology used in the preparation of this idea is qualitative research. The result of this research is the "DISARisk" web which contains a digital map of the volcanic disaster-prone area of the Malang Raya area based on audio-visual and volcanic eruption disaster mitigation according to the abilities of the blind and quadriplegic.

Kawasan Malang Raya yang meliputi Kabupaten Malang, Kota Malang dan Kota Batu merupakan daerah yang memiliki potensi bencana cukup kompleks. Ditinjau dari perspektif geologi – geomorfologi dan peta kerawanan bencana Jawa Timur, Malang Raya terletak di zona subduksi yang menyebabkan daerah tersebut memiliki aktivitas vulkanik yang intens. Melihat fakta demikian, maka diperlukan mitigasi bencana yang tepat guna dan pembekalan pengetahuan kesiapsiagaan bencana gunung meletus kepada masyarakat sebagai upaya untuk mengurangi dampak risikonya. Namun, dibalik upaya tersebut terdapat kelompok yang rentan dalam proses dan pengimplementasian mitigasi bencana yaitu kelompok penyandang disabilitas. Dengan demikian diperlukan perhatian khusus dalam pemenuhan hak-hak kehidupan penyandang disabilitas mengenai aksesibilitas, keamanan, dan keselamatan difabel ketika terjadi bencana. Metodologi penelitian yang digunakan dalam penyusunan gagasan ini adalah penelitian dan pengembangan (R&D). Hasil dari penelitian ini adalah web “DISARisk” yang berisikan peta digital rawan bencana gunung berapi kawasan Malang Raya berbasis audio-visual dan mitigasi bencana gunung meletus yang sesuai dengan kemampuan penyandang tunanetra dan tunadaksa.
