Abstract

The pandemic has impacted millions of people with disabilities on the right to education. One of the impacts experienced is with the change of educational order, which was initially carried out face-to-face learning into online learning. Online learning is a solution to overcome the prevention of the COVID 19 transmission chain. As a result of online learning, participants' learning interest decreased. The cause is an unbalanced ratio of teachers and students. The results of observations of teacher data in schools show that there are only 16 active teachers who teach while the types of disabilities of students vary. This research aims to describe the implementation form of limited face-to-face learning (PTMT) at SLBD / D1 YPAC Malang for the 2021/2022 academic year. Research describes the constraints and solutions for implementing PTMT policies. The research methodology used uses a qualitative approach with this type of phenomenological research. Data collection with observation, interviews, and documentation. Data analysis is carried out with three stages, including data reduction, data display, and conclusion. Data validation using Data Source Triangulation. The results showed that many obstacles in online learning were considered not optimal due to lack of preparation in learning. thus, the school implemented a new policy, namely carrying out face-to-face work through restrictions on students and parents. The implementation of learning is not 100 percent carried out face-to-face, namely two days carried out online and the next two days are carried out offline.

Pandemi berdampak pada jutaan penyandang disabilitas atas hak pendidikan. Salah satu dampak yang dialami yaitu dengan berubahnya tatanan pendidikan, yang awalnya pembelajaran dilaksanakan dengan tatap muka menjadi pembelajaran online. Pembelajaran online menjadi solusi mengatasi pencegahan rantai penularan COVID 19. Akibat pembelajaran online minat belajar pesertadidik menurun. Penyebabnya adalah jumlah ratio guru dan siswa yang tidak seimbang. Hasil observasi data guru di sekolah menunjukkan bahwa hanya terdapat 16 guru aktif yang mengajar sedangkan jenis disabilitas peserta didik beragam. Penelitian ini bertujuan untuk mendeskripsikan bentuk implementasi pembelajaran tatap muka terbatas (PTMT) di SLBD/D1 YPAC Malang tahun ajaran 2021/2022. Penelitian mendeskripsikan kendala dan solusi penerapan kebijakan PTMT. Adapun metodologi penelitian yang digunakan menggunakan pendekatan kualitatif dengan jenis penelitian fenomenologi. Pengumpulan data dengan observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan tiga tahap, antara lain reduksi data, display data, Kesimpulan. Validasi data menggunakan Triangulasi Sumber Data. Hasil penelitian menunjukkan banyaknya hambatan dalam pembelajaran online yang dinilai belum optimal disebabkan kurangnya persiapan dalam pembelajaran. sehingga, sekolah menerapkan kebijakan baru yakni melaksanakan pembelajaan tatap muka melalui pembatasan pesera didik dan orang tua. Pelaksanaan pembelajaran tidak 100 persen dilaksanakan secara tatap muka yakni dua hari dilaksanakan secara online dan dua hari berikutnya dilaksanakan secara offline.
